There are many reasons why the officers didn't drop elbows or punches or knees onto the suspect when he started resisting being handcuffed, but the lack of force used had a heavy hand in the fact the subject was able to disarm an officer of his fully active taser and then nearly incapacitate him with it after a short chase. The answer is more direct force used for a specific purpose, more of that and less of situations being setup where they need to be shot.
