She is totally right, it is 100% his fault and the actions of his deputies are a clear indication of his leadership. He should step down. He has no business leading a law enforcement department.
Also, just to point something out which bugs me - when lawyers say theyve been in LE for years, that's a very weak half truth. She was not an officer doing police work. She worked in the court room for her career. That line used by lawyers should be replaced with "I prosecuted crimes" or something like that. It's disingenuous and detracts from her very valid point.
