Have you ever heard of Compstat? Do some research on it as that is the widely used system by which most city PD determine statistics for crimes. Issue is that it's heavily flawed and extremely outdated. It focuses on numbers and not effects, which in turn requires actions taken which do not have a reality based reason for application. If your local PD uses this system, every step should be taken to stop it.
